Integrated Petroleum System (iPS)

Our upcoming Integrated Petroleum System (iPS) is designed as a robust solution, seamlessly integrating technical and operational workflows for tenure administration and geo-enabled business functions in resource-related stewardship. iPS will play a crucial role in our new IT Governance and Service Delivery model, empowering the government to competitively manage oil and gas resources

Current oil and gas resource stewardship issues and opportunities – how to do more for less

Currently most jurisdictions are faced with similar issues and opportunities regarding timely and cost effective resource stewardship, such as:

  • The equitable administration and management of the issuance and maintenance of oil and gas tenure information and rights, such as licence extension and lease continuation
  • The management of Geographical Information Systems (GIS) information and associated databases
  • The management of financial aspects of the petroleum products such as collection and accounting of annual rentals, licence extension, lease continuation and other payments

How iPS will address these issues and opportunities

 iPS will be a complete and integrated system that will:

  • Maximize operational efficiency and generate public sector revenue through efficient and effective oil and gas issuance and administration of sub-surface petroleum and natural gas tenures
  • Support economic development by fostering good working relationships between staff, stakeholders and industry, and facilitating exploration and development of resources through active and competitive oil and gas sectors 
  • Optimize responsible proactive stewardship of public and private sector energy and land resources

iPS – Compatible and complementary

The iPS system is currently under development for the Province of British Columbia’s Ministry of Energy, Mines and Petroleum Resources (MEMPR). The iPS is based on the jurisdictional experience and success of PGTS’s Mineral Titles Online (MTO) system platform and truePERMIT™ framework. The framework will reduce timeframes and project costs while incorporating best practices to achieve optimal results. The new iPS will be integrated and deployed using the proven framework and leveraging already made investments in people, technology and software. Alternatively, iPS can be developed and installed as a stand alone application. The iPS system prototype is will be developed by 2nd quarter 2011.

How iPS works

iPS will offer an integrated, user-friendly front end to streamline operational processes and support an effective business-to-government administration system. It integrates various systems, including geospatial data and services, utilizes existing PGTS modules, leverages both existing and new technology platforms, and customizes the application to meet jurisdiction-specific needs. The online, geospatially-enabled module allows authorized users to view up-to-date petroleum information, terrain, grid, and petroleum tenure information on a digital map over the Intranet/Internet. The system also permits users to perform a range of complex administrative functions online, including title management, accounting, sale parcels, and updating client information. iPS consists of five basic functional areas supported by the application interface and navigation, security protocols, geo-processing, map viewing/selection, and e-mail notification.
